Major General Devin Pepper is serving as the Deputy Chief of Staff for Strategic Plans and Policy (DCOS SPP) at NATO Headquarters, Supreme Allied Command Transformation in Norfolk, VA. He is responsible for formulating policies, strategies, engagements, and ACT’s contribution to the NATO Defence Planning Process, and analytical practices that enable the Commander to provide strategic foresight, planning, strategy and policy advice, concepts, and strategic engagement to NATO’s political and military leadership.
General Pepper enlisted in the U.S. Air Force in 1989, and received his commission through the Officer Training School in 1996. He transferred to the United States Space Force in 2021. He is a career space and missile operations officer and has commanded the Air Force Element Operations Squadron at Royal Air Force Menwith Hill, United Kingdom; Deputy Commander and Commander, 21st Operations Group; the 460th Space Wing; and the Buckley Garrison.
He served in the Pentagon as an Air Force Strategic Policy Intern in the Office of the Assistant Secretary of the Air Force for Equal Opportunity and in the Office of the Deputy Secretary of Defense. He deployed in support of Operation Iraqi Freedom and is a graduate of the United States Air Force Weapons School. His staff assignments include United States Space Command, United States Strategic Command, Headquarters Air Force Global Strike Command, Headquarters Air Combat Command, Headquarters Eighth Air Force, and Headquarters Seventh Air Force. Prior to his current assignment, General Pepper was the Deputy Commanding General of Operations and Vice Commander, Space Operations Command, Peterson Space Force Base, Colorado.
General Pepper holds a Bachelor of Science in Psychology from the University of Maryland, a Masters of Business Administration from Embry-Riddle Aeronautical University, a Masters of National Security Strategy from the National War College and graduated from the George Washington University with a Masters certificate in Organizational Behavior and Leadership.
General Pepper’s decorations include the Distinguished Service Medal, Defense Superior Service Medal (1OLC), Legion of Merit (1OLC), Defense Meritorious Service Medal, Meritorious Service Medal (3OLC), Air Force Commendation Medal (2OLC), Navy Commendation Medal, Iraq Campaign Medal with bronze star, Global War on Terrorism Service Medal, Korean Defense Service Medal, and Nuclear Deterrence Operations Service Medal with ‘N’ device.
