Colonel Owen D. Stephens is the Director of Contracting for the Space Rapid Capabilities Office (Space RCO), Kirtland Air Force Base, New Mexico. He additionally serves as the Head of Contracting Authority (HCA) and Senior Contracting Official (SCO) Authority for Space RCO. In these roles, he is responsible for cradle-to-grave contracting for a multi-billion dollar and robust portfolio of major space acquisition programs providing critical, first-of-their-kind capabilities that protect space assets and defend the Joint Force from space-enabled attack. He leads Space RCO’s outstanding contracting workforce as the SCO, exercising authority delegated directly from SECAF & SAF/AQC. He also acts as the Competition and Commercial Advocate and serves as the Small Business Director for Space RCO, managing a growing space industrial base and ecosystem. He retains a $1B contract clearance authority, and his authorities and leadership are critical to Space RCO’s ability to rapidly get companies on contract to deliver hardware, software, ground and space systems for the Space Force and the Nation.
