Colonel Ramsey M. Horn is the Commander of Space Delta 9, headquartered at Schriever SFB, Colorado. As the Commander, he oversees assigned and attached forces conducting protect and defend operations for the U.S. Space Force. Space Delta 9’s missions include preparing, presenting, and projecting these forces to provide national decision authorities with response options to deter, and when necessary, defeat orbital threats. Additionally, Delta 9 supports Space Domain Awareness by conducting battlespace characterization operations and on-orbit experimentation and technology demonstrations.

Colonel Horn earned his commission in 2003 through the Air Force Reserve Officer Training Corps program at Oklahoma State University, Oklahoma. He is a Joint Qualified officer with various satellite operations and staff positions throughout his career in Air Force Space Command, the National Reconnaissance Office, and U.S. Space Command. He commanded the Space Operations Squadron and Flight Operations Division, Aerospace Data Facility-Colorado, and served as the Operations Officer at the 460th Operations Support Squadron. Colonel Horn is a graduate and former instructor of the U.S. Air Force Weapons School and Distinguished Graduate of the Naval War College. Prior to assuming command of Space Delta 9, Colonel Horn served as the Director, Future Operations Division, at the Pentagon, responsible for the development of U.S. Space Force future operations, weapon systems, sustainment, and concepts.
