Dr. Charles Powell

White House Office of Science & Technology Policy
Dr. Charles (Charlie) Powell is the Assistant Director for Space and Spectrum Policy at the White House Office of Science and Technology Policy (OSTP). At OSTP, Dr. Powell is responsible for advising the President and senior Administration officials on civil, commercial, and national security space matters; national and international spectrum policy; and certain international science and technology engagements.
Prior to OSTP, Charlie advised Space Force leadership on science and technology matters to support future capabilities and to counter strategic surprise. Dr. Powell began his public service career at NOAA, where he supported major systems acquisition, drafted and coordinated National-level policy on space matters, represented NOAA to Members of Congress and their staff, and was a personal aide to the Administrator.
Charlie’s academic career explored novel space sensing architectures, including bistatic radar and signals-of-opportunity, and he served on the science team for NASA’s Cyclone Global Navigation Satellite System mission. Dr. Powell earned a M.S. and Ph.D. in space sciences and remote sensing from the University of Michigan, a M.A. in Russian, East European, and Eurasian studies from Stanford University, and a Sc.B. in physics from Brown University.
