Maj. Gen. Roberto Melgar Sheen

Roberto Melgar was born on July 4, 1971, in Lima, Peru. He graduated from the Peruvian Air Force Academy in December 1993 and qualified as an Air Defense Officer, SHORAD specialist, and Air Combat Controller Instructor. During his early years of service, he served as an Air Defense Officer in several Air Groups of the Peruvian Air Force. He later commanded Air Defense Squadron No. 608.

In 2014, he was appointed Deputy Commander of the Air Defense Information Center. Promoted to Colonel in 2015, he subsequently held the positions of Chief A7 and A6 of the Airspace Control Command. From 2018 to 2019, he served as Air Attaché in Argentina. In 2021, he became Deputy Commander of the Cyber Defense Group, and in 2022, Director of Institutional Affairs of the General Staff of the Peruvian Air Force. Promoted to Major General in 2023, he was appointed Director of the Peruvian Air War College. Since 2024, he has served as Head of the Peruvian Space Agency (CONIDA).

Roberto Melgar holds a Bachelor of Science degree in Aerospace Administration and a Master of Business Administration. He is also a graduate of the U.S. Air University – Air War College, Class of 2016–2017, and is currently a Doctoral Candidate in Business Administration.
