Mr. Tallia is the Chief Legal Counsel for Weather, Space Services and Research, National Oceanic and Atmospheric Administration (NOAA) Office of General Counsel, U.S. Department of Commerce (DOC).  Mr. Tallia manages a staff of attorneys and related professional staff providing legal counsel to the U.S. National Weather Service, the National Environmental Satellite, Data and Information Service, the Office of Oceanic and Atmospheric Research as well as the Office of Space Commerce, including NOAA’s commercial remote sensing licensing and enforcement program.  He is also responsible for advising the agency on environmental compliance and employee safety matters.  Mr. Tallia’s prior positions include counsel to the National Ocean Service, NOAA.  He was in private legal practice before his career at NOAA.

Mr. Tallia earned a Bachelor of Science degree from the University of Richmond and a Juris Doctorate from the Catholic University of America.  He is a member of the Maryland and Washington, D.C. bars, several professional societies and presents papers and lectures at universities and national and international meetings on variety of legal topics, including national and international space law.
