Rafael has extensive background and career in the space industry spanning from ground communication systems to earth observation applications in global leading companies and institutions. Over the years, he has been working closely on many space related projects with space agencies around the world including NASA, European Space Agency (ESA), Japan Aerospace Exploration Agency (JAXA), Singapore Space and Technology Limited (SSTL), Indian Space Research Organisation (ISRO), Australian Space Agency, New Zealand Space Agency and number of global commercial companies such as SpaceX, RocketLabs, Planet, Airbus, Maxar, Spire, OneWeb and SpaceX.

Rafael has been also playing critical role in developing and shaping space strategy in Sweden, Luxemburg, Australia, UK, Canada, Singapore, Thailand, Chile, Ecuador, Indonesia, New Zealand and several African and Middle East countries. He was one of the main contributors in development of Low Earth Observation (LEO) operational and deployment strategy for Starlink (SpaceX) constellation.

Rafael is also a lecturer at Arizona State University Thunderbird School of Global Management, International Space University (ISU), University of South Australia and board member at Pacific Islands GIS and Remote Sensing Council (PGRSC), OSGeo Oceania, Space Ops Committee, Asia and Oceania Group on Earth Observation (GEO) and several space start-ups.
