Martin Frederick is Corporate Director, Civil Space Programs for the Space, Intel, and Cyber Customer Relations Team in Northrop Grumman Corporation Strategy and Development organization. He is the primary interface to senior government leadership in Washington DC on issues related to civil space activities, including human spaceflight, human and robotic space exploration, Earth science, space science, space technology and commercial in-space servicing, assembly and manufacturing (ISAM) space systems and related ground systems. He is responsible across all sectors and corporate offices for establishing and maintaining close ties with key customers and stakeholders. He monitors and assesses Northrop Grumman program performance and interests that affect civil space requirements development, program funding, Congressional direction, and operational issues. Frederick works closely with key government customers, sectors and corporate staff to oversee priority civil space related initiatives. He supports corporate efforts for campaigns, captures and priority programs. He is responsible for providing expertise for National Aeronautics and Space Administration (NASA), National Oceanic and Atmospheric Administration (NOAA), National Space Council Users’ Advisory Group (NSpC UAG), United States Air Force (USAF), and other government agencies policies, programmatic and budgetary changes, as well as legislative initiatives affecting long-term corporate goals, objectives, and business area programs.
Before joining Northrop Grumman Corporation in 2007, Frederick served over 22 years at NASA as an engineer, technologist, manager, and executive. From 2003 to 2007, he was at NASA Headquarters serving in various positions in the Science Mission Directorate, including Acting Associate Director for Applied Sciences and head of the NASA Homeland Security Tiger Team. He held numerous engineering and management positions at NASA Goddard Space Flight Center from 1985 to 2003 including Goddard Associate Chief Engineer, Goddard Acting Chief Technologist, and Deputy Chief of the Guidance, Navigation and Control Center. He held lead engineering and management positions on space system activities such as the Compton Gamma Ray Observatory De-Orbit Activity, Tropical Rainfall Measuring Mission, Solar Anomalous Magnetospheric Particle Explorer, and Cosmic Background Explorer.
Frederick has won NASA’s Exceptional Service Medal, was a senior fellow in the Council for Excellence in Government, and was a Massachusetts Institute of Technology’s (MIT) Sloan Fellow. He has served as Chair of the Aerospace Industries Association Space Council, Chair of the American Institute of Aeronautics and Astronautics (AIAA) National Capital Section, President of the Maryland Space Business Roundtable, President of the Goddard Contractors Association, and Chair of the Space Enterprise Council. Frederick is an Associate Fellow of the AIAA and serves on the Howard University Mechanical Engineering Department Advisory Council. Frederick has his Bachelor of Science in Engineering Science from Loyola University Maryland (formerly Loyola College of Maryland) and his Master of Business Administration from MIT Sloan School of Management.
